Washington D.C. October 15th 1866 General I am directed by Major General O.O. Howard Commissioner of the Bureau of Refugees Freedmen &c to inform you that the spirit of General Orders No 6734 from this Office, dated July 4th 1866, is not to confer its benefits to those participators in the late rebellion, who still persist - notwithstanding they have subscribed to the prescribed oath - in maligning the Union, in persecuting to the extent of their power the always loyal men of the South, and those soldiers of the Union who have established their homes in the Southern States, in committing sacrilegious deeds on the tombs of the patriot dead who be buried in their midst, or who refuse to treat with common decency and respect the Officers and Soldiers of this Bureau.
