I found that the statement of Mr. Caldwell, that the Agent at La Grange (Blunt C. Ferrell Esq) "was a pro slavery man and secessionist and looked after "the interests of the White, and not of the freedpeople" was not sustained by the white or freedpeople of that place, nor by the parties to whom he referred me, namely, Frederick Ball Esq. Post Master, and Mr. Hodges, Internal Rev Collector, both of whom stated they considered Mr. Ferrell a good Union Man, just and impartial in all his dealings with white and black, and one whom they considered well qualified for his position, on account of his honesty of purpose, and upright fairness in all his decisions, and during a conversation I had with several prominent citizens of La Grange, Judge Bigham (Late Judge of the Superior Court of Troup Co.) stated, the citizens were well pleased with the Bureau, the workings, and its agents in their County, and they deemed it almost impossible to get along without it.
