the threats against the negroes and Union citizens still continue, and a certain Doct. John W. Stuart, of Heard Co. (who has previously reported to you, outrages committed upon him) was forced to leave that County this week, on account of threats made against him by some of these very parties who had been lately held to bail by the Civil authorities.

The arrest and holding to bail of these outlaws in Heard Co. by the Civil Authorities, appears to be a perfect farce, they continue their threats and persecutions as soon as released, and if again arrested, they have only to again give bail, and pursue with renewed vigor, to drive the parties complaining, out of the County, and by the time the cases are called on for trial, none of the negroes, or Union men can be found as witnesses against them, the continued persecution of the citizens having forced them to leave to save their life and property.

Most of the parties whose names are given in the foregoing list are reported as having been connected with the murders of the freedmen in these Counties and as long as they are at liberty, it is impossible to obtain the evidence of the freedmen, but, I am of the
