opinion that, if these parties were arrested, and conveyed to some Military Prison, at a distance from the scene of these outrages, the freedmen would at once come forward and voluntarily and freely give all the testimony necessary to convict the parties connected with these lawless transactions, and by holding these freedmen to bail for their appearance, as witness, justice could be obtained and the guilty parties receive the punishment their lawless acts deserve,
