Hon Hiram C. Warner
Judge Superior Court
Troup Co Ga
Sir

I have the honor to inform you that I have been directed by Bvt. Major Genl Davis Tillson Asst Commiser State of Ga to Enquire into & investigate the truth of certain changes relating to the murdering & maltreating of several freedmen in your Co in which cases it is reported the Civil authorities have taken no steps to correct the offenders & bring the guilty parties to justice.

The result of my investigation shows that in the latter part of August or 1st of Sept last a freedman named Jeff Chivers was shot near Hustens Ferry & although his Wounds are represented as very severe & he much crippled no steps were taken to uncover the perpetrator of this outrage -

Also that a freedman named Green Berry Ferrill was killed near Husten's in your Co. Several months since but the guilty party still remains at large & no steps taken to arrest him – It is reported no Coroners jury was called in the murder case & no action taken in either case to ascertain who the guilty parties were. Will you please inform Maj Genl Tillson what action (if any) was taken in these cases.

Very respectfully, Your obdt servant
(signed) Geo R Walbridge
Capt & A.A. Insp General
