F. W. Owens
Chief Clerk
Bu. R. F. and A. L.

Dear Sir:
Permit me to ask a favor of you, in behalf of my brother (Marshall J. Chipman).

Understanding that there is to be a vacancy among the messengers, in your office, as soon as Mr. J. Q. Crosby is appointed clerk, I would most respectfully ask that my Brother may be appointed messenger to fill said vacancy.

I have a very large family to support, my mother and Brother having lately taken up their residence with me, and are wholly dependent on me for support.

My Brother is 19 yrs of age, and has a good common school education; would make a good messenger, or clerk, writes a good business hand; is of steady habits
