In compliance with instructions contained in your letter of the 21st of Sept. I have the honor to submit the following Reports of the number of murders that have occurred in this District, where freedmen have been victims or parties. 

1st In Washington there have been no murders committed during the past years and but one (1) in three (3) years in which freedmen have been in any way concerned. 
2nd In Prince George Co. Ma. since the 1st of January 1863, five (5) freedmen have been "parties" while none have been victims.
3rd In Montgomery Co. Md. there have been no cases in which a freedmen was the victim, and but one (1) where a freedmen was concerned, that of a freedman tried at the
