General:

Some time ago, I made application to Mr. Owens (Chief Clerk) for a situation as messenger, for my brother. 
I was well aware, at the time I made the application, that Discharged Soldiers should have the preference instead of civilians. My brother has not been a solider, but I was of the opinion, that as I had served in that capacity during the war, and had become so much disabled, that I am not, and probably, never will be able to follow any other business
