0016 Washington D.C. April 16th 1866. Adjutant General U.S. Army. General, I would respectfully recommend for appointment in the Army Mr. J.W. Hannay late an officer in the 198th Penn Volunteers. Lt. Hannay is a young man of education and has the qualifications so essential in an officer of the Army. Lt Hannay has served during the War with gallantry & credit & I trust that his application may meet with a favorable consideration.
