General:
In compliance with Special Orders No 40. Headquarters Asst. Commr District of Md Bureau R.F. and A.L., dated Baltimore, Md, December 20th 1866, I have the honor to report, that I proceeded to Annapolis, Maryland and fully investigated all facts connected with the sale into slavery of one Richard Harris, a colored man. I ascertained the following facts, viz:

Richard Harris, colored, residing in Anne Arundel County, Md, accused of having stolen sixteen (16) pounds of beef from a Mr. King, was tried before the Circuit Court of Anne Arundel County, Judge Magruder presiding, during the October term, convicted of larceny and sentenced to be sold for six (6) months in the State; the Sheriff of the County, William Bryan, was ordered to sell said Harris for the specified term and he accordingly sold him (Harris) at public auction held at the Courthouse door, Annapolis, Md., on
