The Sub Commissioner reports that it is unsafe for any Bureau Officer unaccompanied by an armed escort to go into the Counties of Choctaw, Carroll, Calhoun and certain other localities. This lawlessness, it appears, is only in the gang that has always ruled the South.

The same difficulty exists in this district in the matter of breach of contracts, and it has gone further, as the Sub Commissioner reports that many contracts are so ambiguously worded, that the Freedmen have been wholly deceived in the matter of wages and allowances.
