refer to the civil authorities have in no cases been appealed from and this fact leaves the fair inference that justice has been meted out.- The civil authorities have exhibited a commendable desire to cooperate with the Bureau officers, and to decide in all questions regardless of color. 
An endeavor is being made to open new schools for the winter, and letters have been received asking permission to erect school buildings, the schools to be under the auspices of the Bureau.  The Sub Commissioner suggests the propriety of a small garrison in Kemper County, but the facts presented would hardly justify sending them even if there were troops to send.-  

The breaches of contracts with Freedmen do not appear to have been so frequent or the cases so flagrant as are reported in other districts.- General Orders No. 31 issued from the District Military Head Quarters it is thought will have the desired effect.
