The condition of the Freed people is reported fair. There does not appear to be an increased amount of suffering.

The Civil authorities have evinced a commendable disposition to act impartially in cases between white and black citizens. Though the degree of promptness of their action has not been in all matters just what might be wished, still, taking into consideration the comparatively new laws and institutions under which they are required to act, and the laxity heretofore existing in such cases, more should not be expected.

No complaints are made of the Freedmen, but on the contrary a compliment is paid them for their uniformly citizen like behavior.

No new preparations for schools is reported: - they are expected to open duly and with increased attendance over last season.
