Conclusion.
To remedy an evil reported as occurring in various parts of the State, I found it necessary to issue Genl. Order No. 31 from the military Dept.- 
This applies to the unforeseen and growing troubles mentioned in my report for July last. 

Much confusion having arisen from the little understood of the county law, and Sub Commissioners in their endeavors to make proper forms spending their time and efforts to little or no effect, the issuance of Genl. Orders No. 16 became necessary: this will satisfy the Freed people, and save much trouble and expense in the future.-
