States that on his arrival at that place he received the order mustering him out, to date Sept. 1' as also the appointment as Lt. Col 41" Infy, This appointment he declines. During the past two months more than  twelve murders - of Union Men and Freedmen have been reported, and now that he is a civilian and has not the power and influence of a Genl, officer to prevent these outrages - he does not wish to be held responsible but to be relieved at the earliest practicable moment. The Paymaster will not pay him beyond Sept. 1st without orders, from the Adjutant General
