Conclusion.

Outrages reported through the State this month, have in every instance in which it has been necessary to lay the case before the State Executive, received the most prompt and efficient cognizance, and all means in the hands of the Civil authorities have apparently been taken to bring to justice the offenders.
The policy of leaving all infractions of the public peace and safety to the Civil Authorities, has given increased confidence, as is seen in the generally prompt and willing action, and the growing faith of the State Officers that they will be supported in the performance of their duties.
Dr Joseph Warren, State Superintendent of Education resigned, to take effect on the 30th Sept and having concluded to take the matter of education in my own hands, I hope to make at least as good progress as was made by Dr Warren during
