wants, and in the absence of a provision by the local or state authorities to meet existing necessities, must look to the paramount government for relief against impending misfortune and suffering.

I regret that the developments of the past month,- September,- do not support the immediately more agreeable prognostics of the former portion of the growing season.-

It is true the Early Spring, even to the first days of the Summer was too wet;- but the extreme heat and drought of the summer for a time stimulated the growth of the crops peculiar to this latitude to a rich and promising yield. The drought was, however too long protracted for the grain crop, and it has proved an almost total failure.

The most reliable opinion I have been able to form, from observations and information drawn
