Enclosed letters from Rev. Robt. Wilson and Dr. M.S. Moore, of Stateburg, S.C., proposing measures for relief of freedmen; is well acquainted with Dr. Moore, and recommends him for a Contract Surgorey in the Bureau for service around Statesburg.

Rev. Mr Wilson states that there are many freedmen in his neighborhood who will certainly be destitute during the coming winter owing to the small crops raised the past season.  Then will probably be a large amount of sickness in consequence of this destitution, and possibly a terrible mortality, as they cannot pay for medicines or attention. States that whites are not able to do much for their relief, and recommends the employment of Dr. Moore;

Dr Moore letter & endorsement any, that by the Ethical Code of the Medicinal profession in S.C., paragraphs of which are quoted, he cannot [[strikethrough]] can as [[/strikethrough]] properly give gratuitous assistance, if any provision has been made by the Gov't., for supplying the freedmen with medicines & medicinal advice.
