General, I have the honor to forward herewith the Report required for the Quarter ending September 30th, 1866. In obedience to Circular No. 10. C.S. B.R.F. & A.L. &c. there will be no issues made to any except those in Hospitals or Orphan Asylums after the 1st of October.
