Dear General:-
I drew up a circular letter, giving to the new District Commanders the duty of supervising the Assistant Commissioner, and permitting the assuming of just as much or just as little, as suited them, of the detail of our work, hoping to make an adjustment altogether satisfactory to all parties concerned.  Genl. Grant approved, but the Secretary of War thinks there is no necessity of any change at present, and suspends my letter.
