General
The Bureau in Arkansas is doing much good - improving both whites and colored - but; two or three of its Officers are represented by Genl Smith as doing it no credit - and in Several Districts he is in great need of officers, having no agents.
The state has perhaps four or five times as many freedmen at work, as Virginia - and from what I can learn not one third as many Officers on duty in the Bureau - for these reasons you can see that there is a greater need here for their services - Can you not spare Genl Smith six or eight good Officers? or send him as many citizens?
