States that he has been relieved as Surgeon in Chief, by Special Orders No. 1 Hdrs BRF&AL State of Texas, dated Galveston Jan'y 28 '67. That his duties will be completed by the first of March and therefore requests, if his services are not required elsewhere, he may be mustered out.

Gives a brief history of his duties extending over nearly six years in the service. And states that no sick freedmen are now at the expense of the Government, all have been turned over to the civil [[strikethrough]] au [[/strikethrough]] authorities of Texas.
