States that Dr. Lewis Miller of Kinston, N.C., has been requested by the colored people in his vicinity to act a Bureau Agent to aid them in becoming settled under the homestead act, and desires to be informed whether, rations for 3 months and transportation to the point of settlement cannot be procured for these people.

Respectfully referred to the Supt Eastn Dist for remarks, as to the condition and prospects of the freedmen in Lenoir County, and to character & reputation of Dr Miller. In any action that may be taken by Col Moore he will be guided as far as practicable, by the suggestion in the letter of Mr Jameson, "that it might not be safe for Dr Miller to be Known as interested in the matter." These papers to be returned.
