was issued by the Committee officially representing said Society, specified that he shall be under the control of the Military authorities, and yield obedience emanating therefrom. I have never assumed nor exercised any authority over the Asylum, but in as much as I received this information from an Officer of the Bureau, I have thought it to be my duty to apply for information. The following is an extract from an endorsement from the Office of the Asst Com'r], State of Miss, dated August 17th 1866. "When freedmen can support their children, the Bureau has no right to use public bounty for them. The Bureau Hospital & Asylums are for sick and poor freedman, that is, those unable to take care of themselves and children, and whom the municipal authorities of the State will not provide for." 

Mr Wales has in their employ of the Asylum freedmen who have children some of which are old enough to support themselves, yet he has taken the children into the Institution and furnished them with rations &c at the same time
