Sir:
I have the honor to apply to you for the position of Clerk in the Freedmen's Bureau at this place in lieu of "Willoughby Nichols", formerly a rebel soldier.

I have applied to Genl. O. Brown over a month ago for a place, but have not succeeded as yet.

When Brvt. Major Remington succeeded Capt. Austin in command of the bureau at Norfolk I immediately applied to him for a position, and was promised one, nevertheless the first vacancy was given to one John Dissendof, who, although he may be a union man, yet never took up arms in defence of his country for the supremacy of the Union

Why this state of affairs should exist, I am at a loss to
