Far better for Mr. Richards to confine himself to a few facts, and show that the Freedmen have not been protected in their just claims, and in the security of tenure of their land when obtained by proper and legitimate process. 

As the matter stands I must say what it is unauthorized upon the part of Mr. Richards to assume a position without being able to support it by cogent argument. 

In my capacity as commanding officer of this post I hear no complaints from Freedmen of the efforts of individuals to dispossess them of their lands.
