| June 18th 1866 #111. | President US Wright [[Rives?]] Secy. | Washington DC June 13 '66 Refers for action of the Commissioner case of Murray Will & others confined at Fort Pulaski for theft &c: petitioning for pardon, and a mitigation of their sentences. | June 16th It seems that owing to the anarchy that prevailed during the last year, that the negroes [[?]] up a [[?]] of  [[protecting?]] themselves and the plantations they were working by [[?]] [[?]]  and quarrels and mistaking the parties they robbed for bonafide [[?]] they behaved accordingly, and were apprehended, condemned, and are now suffering the penalty at Fort Pulaski. In consideration of the fact of the disturbed condition of the country, the unusually strong temptations to retaliation upon those who were believed to be instrumental in such extreme cruelty as the [[negroes?]] had suffered, and [[?]] in consideration of the
suffering and want of their families, and entertaining the belief that the Executive [[Clemency?]] will not be abused, I recommend that the petition be granted O.O.H |
