Invites suggestions and modification. | Aug 4. Respectfully returned. The order is satisfactory to use except as far as it concerns the fuel and quarters of officers which as officers of the Army they have always received from the Q.M. Dept, and other personal perquisites such as stationery, and forage for private horses. I estimated for transportation because officers were required to travel much more than you would have anticipated. O.O.H. |

Returns papers relative to claim of J W Thompson & Co for repairing of "Water Works" at Freedmens Village and their refusal to make subsequent repairs when called upon to do so.
