Recommends that the QM Dep't may be directed to make good the horse issued to the within mentioned freedman, it not being a Gov't horse | June 7th Respectfully referred to the QM Genl U.S.A. O.O.H Maj Gen. July 2 Recd back stating that this man having been seized for Waring by the US Forces in a rebellious dist must be regarded as lawful capture, and that the QM Dep't has no authority to pay for property thus taken.
