The Commissioner having learned through Gov'r Orr's letter to him of date July 9t that his statement to Genl Sickles was misunderstood by the General, the within ration return is hereby approved in accordance with instructions from the Sec'y of War. States that J B Camphill Plaintiffs Atty served on him a writ of Trover laying damages $18,000 | July 3d  Respectfully referred to Lieut Genl Grant. I think military protection should be approved though I have nothing to do with the case. O.O.H. July 11 Recd back stating that the Act of Congress approved Mch 11t 66 in GO #37. AGO is supposed to afford protection in the Federal Courts in such cases and that military interference is not deemed necessary.
