July 15t Recd back stating that the Freedmens Bureau being by law under the immediate direction of the War Dep't and its officers and agents being subject only to the orders of the Com'r in matters pertaining to the Bureau, they cannot be required to report on such matters to Military Commanders unless they are named in orders as Agents of the Bureau.
