| June 23 1866 #161. | Warner Jackson. | Submits an Estimate for two adjoining plantations of 2500 acres each to be located in Florida, on which it is intended by the projection to establish a community for the elevation of the freedmen. | I heartily concur in the opinion of Genl Saml Thomas. I have made it a point to encourage every such enterprise for settlement of the freedmen. I am anxious that the surplus population at Fort Monroe, Norfolk, Roanoke, and other places be reduced by just such industrial measures as that proposed by Mr. Jackson Warner, and I always want a Southern man who entertains right views and is willing to do simple justice more than half way.
