Agent, however industrious, to have a very definite idea of what is going on in remote parts of so large a district.  Nearly all irregularities and abuses occur on plantations and in places remote from the stations of the Agents and I believe such irregularities and abuses would decrease in very nearly an equal ration with the increase of good Agents.  There are many excellent Agents in the State; there are also a few who are doing but little or no good.  One has already resigned and I shall probably recommend some other changes.  I do not make a formal application for more Agents, for I do not know but the State has its share already.  I only state facts and will only add that if practicable to allow them additional agents can be made very serviceable.
