well organized and the best efforts are being made to prepare for the sickly season. 

Proper arrangements have been made to render relief to the destitute as contemplated by Circular No 11, current series, with the Special Relief Fund.  But little actual destitution exists in the State outside of certain localities on the Mississippi affected by the overflow and at Fort Smith.  Supplies have been forwarded to these places.  The amount required for this State will not be large, perhaps less than for any other State.

There has been nothing during the past month of striking import to narrate, still I would not give the impression that affairs are altogether satisfactory in the State.  They may be said to be comparatively so perhaps and hopeful, yet there are a great many that manifest a disposition to crush the freedmen, take advantage of them and deprive them of their civil rights.
