Dear General: - 

I have received the following:

"Washington D.C. June 15th, 1867.

Rev. J.R. Shipherd, 29 Lombard Block, Chicago, Ill.,

Sir:  The several bill forwarded by you in your letter of June 11th are hereby respectfully returned.  The Freedmen's Bureau has no authority whatever to build churches; and these bills purport to be for a church at Kansas Mo.  If you ask aid to build a building for schools for Freedmen, - that is legitimate.  I have in my had an application from you dated November 22d 1866, in which you as for $1000. to complete a schoolhouse at Kansas MO.  These bills amount to over $1700 and are for quite another purpose.
