The building alluded to was planned, and has been built in the sole interest of the colored people, as promoted by this Association, which has never concealed its interest in the religious welfare of its beneficiaries. Every building rented, occupied, built, used in any way by this Association or its agents serves the purpose of religious as well as secular Education. The building for the completion of which $1000. has already been pledged is no exception to the rule. It is used six days of the week for school purposes, and for two hours on the Sabbath for religious instruction of a wholly unsectarial character. There is no other school building in the place and will be none for years to come.  Will the Commissioner be kind enough to decide whether the use of a school building for unsectarial religious instruction on the Sabbath destroys its character as a school building in constant legitimate use for six days of the week?

These are the facts. The house was planned with reference to ultimate occupation as a congregational church, and hence its appellation with the bills. It is owned by the A.M.A.: not by an ecclesiastical society. The $1000 asked is but one-third the cost. Certainly it is at least one-third a school house!  That is if six are at least one third of 7. The bills filed [[?]] up $1700.
