all the odium of setting the Bureau in operation in one of the wealthiest and most hostile counties in Kentucky, face all the brunt of the first opposition, and in fact so popularized the institution as to have but little for my successors to do but carry it along. I think common fairness, and common justice would award me the $78 35/100. But I did not intend to plead - only to explain. Of the allowance asked for me by Mr. Howard (such as was obtained by my successor was not granted, and Mr. Howard neither has, nor can obtain compensation for my services (even as his clerk) as his sub-agent, for the two months specified, if the Hon Sec'y War shall decide it it right, for me to do so. I will pay Mr. Howard the amount claimed without the necessity of a stoppage.

It is but proper to add that this letter is nearly identical in substance with one written by me to Col. Howard last summer.

In the hope my conduct in the affair may meet the approval of the Hon'ble Sec'y of War, and of your office, I have the honor to subscribe myself
