Reference is made to the inclosed contract of employment for your execution in the event you accept employment.

It is desired to clarify Paragraph 3 regarding your assignment in New York City. In accordance with existing regulations, it is necessary that you be appointed at your first duty station and render service to provide for payment of your travel at Government expense to your overseas station.

As it is necessary that you commence receiving your inoculations and file for a passport to provide for your leaving the United States, it is necessary that you report to the District Engineer, U.S. Engineer Office, 120 Wall Street, New York City, at once. He will make the necessary arrangements for you. If you wish to arrange your personal affairs before taking oath and officially entering on duty in the New York District, you may do so after reporting for the inoculations and filing for a passport. As soon as it is possible to do so, however, you should report for duty with the New York District Office and take oath of office, at which time you will be placed on the payroll of the district. You should report each day thereafter, but you will not be required to perform actual duties for the district. You will be given desk space and you may plan and make your selections of artists material required by you for your overseas assignment.

The District Engineer will assist you in all matters pertaining to equipment, clothing and making allotments for your family. You will also have contact with the War Department Art Advisory Committee at New York. Mr. Reeves Lewenthal of this Committee has an office at Room 602, 120 Wall Street, New York City, and will be glad to advise you.
