In compliance with the "Act of Congress' establishing the Bureau of Refugees Freedmen and Abandoned Lands, I have the honor, very respectfully to submit the following Quarterly report of operations, in the Dist. of Maryland and Delaware.

Since my last report, several changes have been made in my District. Three (3) officers have been relieved from duty, One (1) of them being afterwards returned and assigned to duty in Delaware, the others elsewhere; By the operations of Special Order No 10 from Your Head Quarters, dated April 16th 1867 Lieut Chas'. Mc Dugal School Superintendent was relieved from duty in this District, by Special Order No.15. dated May 9th 1867 Lieut E.C. Knower A.A.A. Genl. was relieved from duty, and Ordered to Wilmington Del, to take charge of that District, and by Special Order No 21, dated June 20th 1867 Lieut Fred Von Schirach
