I would respectfully but most earnestly urge the importance of the suggestions contained in Mr Wygatte letter not only for its effect upon the Freedmen but upon the white people.  What we need here is money and a stronger confidence in the Government.  An assurance that it is disposed to carry out and fulfill in good faith its pledges.  The payment of of these Bounties would supply both requirements and secure the result all loyal men pray for.   I have the honor to be, Very Respectfully
