Sir:
   I have the honor to state that I am reliably informed that a garnishie [[garnishee]] will be issued by one of the District Courts of this City attaching money which is in my hands for the settlement of the Bounty Claim of a colored soldier.
   The Garnishie is to be granted pursuant to a civil action tried in the above mentioned Court in which judgment was rendered against the colored soldier who was the defendant and it is now proposed to attach his Bounty while yet in my hands, in satisfaction of this Judgment.
   Shall the mandate of the Court in this and similar instances be disregarded?  I have the honor to remain
