On the 26th of June ult., I endorsed on a communication received through your office from Rowland T. Reed a recommendation that the "Howard Orphan Asylum" at Lauderdale, Miss., should be transferred to the custody of the "Society of Friends" or entire control and supervision assumed by the Bureau.

I have seen no cause since that time to change my opinion, but on the contrary have satisfied myself from a careful personal inspection that the affairs of the Asylum at present are very inefficiently managed.  I found in this institution about seventy five (75) children, ranging
