If it meets your views I would recommend that the Bureau assume entire charge of this institution, and that authority be given for the employment of a Matron and the necessary attendants; that a man of Energy and industry and who is a capable, practicable farmer be employed as Superintendent under the Supervision of an officer of the Bureau.
