You are well aware that I have had nothing to do with the selection of the Officers or Agents of the Bureau in this State. Eight (8) of the Sub Asst Comrs. were on duty when I assumed charge;- the others have been selected and sent here by yourself.

Soon after taking charge of the Bureau in this State I informed you that in my opinion the number of Officers was insufficient to perform the duty imposed upon them and in reply was told there were no other officers available to be sent here. Soon after the passage of the "Reconstruction Bill" I repeated my application giving as an additional reason for more officers the necessity of instructing the freedmen in their new "right and duties in regard to registering and voting."
