Several complaints of this nature have been submitted to my notice within the last few days and the number will undoubtedly be increased as the season advances.

To act definitely in such cases requires explanation and the taking of evidence in every case. This, with the limited number of Officers and Agents under my control is a physical impossibility.

I would, therefore, recommend that I be authorized to employ such additional number of Agents, not to exceed twenty, (20), as may be deemed necessary to administer justice and protect the freedmen in their rights. The services of this additional number of Agents would not be necessary after the crops are gathered
