Destitution 
From a personal inspection of this Sub District the Sub Asst. Comr. finds a number of cases of extreme suffering and destitution. Care has been taken to issue supplies to those only really needing assistance. Rations have been issued to 212 families

This district reports fifty six thousand nine hundred and seventy one freedmen.

Their Condition is no doubt improving but so many hindrances
are reported by the Sub. Asst. Comr. that it would seem beyond the pale of possibility to effect a material change in a lifetime
