is not what it should be judging from the number of complaints from and outrages upon freedmen as reported by the Sub Assistant Commissioner.

State Laws.
The collection of taxes especially in Rankin County has been (in the opinion of the Sub. Asst. Comr.) unjustly levied by the Authorities there; and in some instances imprisonment in jail has been resorted to, and women have been informed that they were to be taxed. One case was reported when the sheriff took from the person of a freedman a gold watch stating at the time that he (the sheriff) could take clothing or jewelry for non payment. The same prejudice still exists in the courts as regards freedmen
