Their Condition Complaints are continually being made by freedmen that they are unable to get settlements for work done in 18th; the Sub Asst. Comr. says that unless some means are adopted to prevent it, a repetition of these wrongs will occur every year.

Contracts. 
The nature of contracts made by freedmen has been given in previous reports; no mention is made in this report. 

Sick, Old, and Infirm 
Constitute the majority of the inmates of the Howard Hospital at Lauderdale
