Arrest. 
Only two cases of outrages upon freedmen have been reported - one for shooting - the other for beating - no attempts was made by the civil authorities to arrest the would-be murderer and upon sending troops to arrest him he fled the country. 

Rations 
Four thousand four hundred twenty five (4.425) Rations were issued to Howard Orphan Asylum at Howard Hospital and employees, being on increase over the previous month owing to the additional admission to both institutions. 

Howard Orphan Asylum
There are sixty-six (66) children in the Asylum, ages ranging from two to nine years none being over that age. The health of this institution is very good only one death having occurred during the past four months.
