The undersigned Freedmen, and Citizens and residents of the County of Hempstead and the State of Arkansas would most respectfully state for your consideration and favorable action that F.W. Thibaut Brev't Major and Capt Vet. Res. Corps, before and at this time acting in the capacity of, and having charge of the Freedmens Bureau in the Town of Washington in said County and State, has not only gained the confidence of the Freedmen but also or they believe that of the White Citizens of the County by his firm and impartial course of conduct in way and to all business in which we have been concerned, as well as the prompt and satisfactory settlement of all disputes or misunderstandings which have arisen both on the Freed and the white Citizens, as well as those that have arisen between the Freedmen themselves. That he has garnered their confidence from the honest and impartial discharge of his duties. They do not know that any change in the Office is contemplated, having heard that he has received an appointment, as 2d Lt 6th U.S. Infantry, and that
